This title is obtained after you are billed at least once for an active subscription and have run out the 30 days of free time that you get after buying the game. You will get a BoP consumable in the mail, using it grants the title.

Has it been confirmed that it sometimes takes 7 days for this title to be applied to the account thus making it so that every character on the account gets the title or is this like other titles in the game where it can only be for a single character?
