Acquired in Section X, after completion of Heroic quest chain (Starting with "Fatal Errors". I think the most tedious portion is scanning around drommund kaas and coruscant for those two pieces - the other scans aren't so bad, nor are the flash-points (False Emperor and the hard mode foundry.)
Pain in the rear: When unlocked on low level alts, he comes fully equipped... in level 50 gear. Have fun buying/crafting droid parts!
