These I bought from Ensing Brukes in the SouthWest corner of the Imperial Fleet (the first place you come to after your origin planet). She is in the same shop with ground mounts (speeder bikes yay!). To equip them press "C" for character screen. The tabs for Character, SHIP, and companion are at the bottom.

-Space Combat for Dummies-
Objects in space have mass. So it's not like your normal gameplay where you can run right through another person. If you smash into a ship or an asteroid, you take damage.
Enemies starfighters coming head-on at you have priority over the ones who are flying away. Why? Cause their lasers are pointed AT YOU!
You do not fully control which direction you fly (unrealistic i know) basically you fly in a "channel" and just shoot stuff in sight.
Lasers are UNLIMITED (Left Mouse button Default) so press down on that mouse and hold it down through the whole freaking fight.....
Missles ARE LIMITED (Right mouse button default) so use them on Elite targets (yellow shield), capital ship turbolases, and shield generators.
Fleet Commendations are given for successful missions, you can buy stuff, like a full pilots uniform (takes a LOT) from a vendor behind the starship upgrades guy on the Imperial Fleet.
Like others have said, you get this when you complete your class story on Dromund Kaas. There is no level requirement but generally it is around 14-16. I just got mine at level 17 because I did all of the heroic quests and side quests before I turned the quest to get the ship to Darth Baras (Warrior).
For the most part Space Missions are lots of fun and are a good way to break up the gameplay if you are looking for something different. The missions always have a set time limit in which you have to complete your objectives so they can be completed fairly easily/quickly. The ones I have done so far have all been within 3-6 minutes and the initial quest turn in yielded 10-11k exp. Sometimes there are quests that have you do them over again, the individual missions will then yield around 1500 exp with the quest to complete them both once again giving around 10-11k. I think the exp range is due to completing the bonus objectives within the mission, but I am not positive on this.
I am also not 100% certain if the experience given scales to your level, but when I did these missions earlier I was level 17 and leveled straight through to 18 without having to repeat any of them unless they were part of a subsequent quest. This being said, although it may not be the way you want to level you can get a considerable amount of experience per day in only around an hour of gameplay. I no longer have any new missions to do, but I do understand that some of them are daily missions.
An added bonus is that you get the Fleet Commendations which can be used for the best ship upgrades as well as the "Pilot" gear set which can be used if your social level is high enough (level 2 if I remember). The set looks really cool and you can walk around looking like the TIE pilots more or less.
