The fleet is the Hub for flashpoints.
You need to go to the fleet to get to each Flashpoint. Which are located in the shuttle bays, each accessed via elevator on the cardinal points of the station. Your ship is also accessed by elevator in the inner circle, just around the cantina.
While looking and waiting for groups, you have access to all the basic character essentials.
Cargo Hold, Global Trade Network, Class Trainers, Crafting Trainers, PvP vendors, basically whatever you'd need.

The Fleet serves as a introductory place for people hitting level 10 to choose their advance class, learn crewskills, visit the Global Trade Network, and various other things down the line including; buying speeders.
The fleet also serves as a big hub for those looking to do Flashpoints, via drop ships. You can take a taxi from the main HuB to various Imperial Cruisers which give you more access to drop ships and flashpoints. There is a lot of potential for this area to grow over time to add in more.
