It does not share a cooldown with Force Charge. And keep in mind, it only has a 10 meter range. So it's not so much of a mobility ability, as it is a damage dealer at the Sith Warrior's max melee range.

right, 9 times out of 10 it will be used purly for the damage, but if you are good you can combo it with a snare to catch that bugger who is just about to try and run away.
Also useful for face pounding that annoying jackass who will be doing nothing but jumping in circles around you spamming his free attack.

The most rage efficient DPS use of Obliterate is via the Immortal tree talent Battle Cry in conjunction with Force Scream.
Battle Cry ( 3 ) makes Force Scream free and with Obliterate results in an unmodified, by tooltip, damage of just over 2000.
Obliterate also makes your next Smash a 100% crit via Dominate ( 2 ), setting up the large burst Rage spec is known for.

Enrage > Force Crush > Obliterate > Force Scream > Smash
+8 rage > -3 rage > -3 rage > free > -3 rage

This numbers reflect speced Relentless and Gravity and +1 rage gained during combat.
Force Crush is applying it's 4th tick in time for Sockwave to maximize Smash burst.
There are obviously other ways to get here, but this is max burst for the amount of time for the Rage spec.

I was thinking it would be nice for the kiters (slow followed by backpedaling followed by slow). But I think a huge advantage to this is getting to a character in cover just a little faster.

How are people handling the rage requirements? Is it difficult as rage or vengeance spec?

Looks like a really useful PVP ability, but why doesn't it have the damage modifier information?

It does look like a nice PvP ability, but its rage cost makes it a little bit difficult to use. Its main use will probably be to re-engage with a ranged target that snared, stunned, or other wise CCed you.
