This ability's ground placement reticle cannot be displayed while another spell is being cast. In WoW, a frost mage could start aiming a Pet Freeze while casting Frost Bolt and immediately land the freeze as soon as the Frost Bolt cast finished. In this game, you basically have to wait for your current cast to finish then begin aiming the Kolto Missile.
This mixed with the absurdly long animation + missile travel time makes missile placement very annoying and makes it far to likely to miss players in PvP.
Yeah, the targeting/casting mechanics in this game feel a bit crude and rickety. It can be very hard timing your heals as a result, as well. Healing in this game is nowhere near as smooth feeling as it was in WoW. At the very least I hope they change the ground targeting to allow you to target while another animation is going off.
Anyway, I am posting to add for those of you that didn't know (and also looking for confirmation of my observation) if you target the missle on where someone is standing and fire the shot while they are standing in the target area and they move out of the target area before it actually "hits"/explodes it appears they still recieve the heal/affect. So even though what edwinwc55 pointed out is true, if you get the ability targeted and "fired" the target should still be healed, even if no longer in the target area. Since it is instant the effect should take place as soon as you click it (instantly), even if there is an animation that follows durring the 1.5sec GCD.
