Reduces the rage cost of Chilling Scream by 1 and decreases its global cooldown by 0.25 seconds.

Hope you see this Rystet but it cuts the cost of your "slow" Chilling Scream to 0 rage, in turn you could spam this every GCD to find stealth targets. This also sets up a free Savage Kick witch only works on slowed targets. Yes for Back Hand, this is not worth the cut, but a free slow count me in. Tanking or PVP this holds ground. For more rage to do damaging attacks in PVP, Spam slow a group after the ball in Hutt ball, look for stealth targets at the flags or in world PVP if you think one is around or might be around. Kiting and CCish can be popped off anytime so can help with pulls, can be your ok give them hell skill. I know it will use a GCD but will slow the mobs so if for any reason they do pull off you you will have more time to get them back before they even need running after.

Not a horrible ability, Could possibly be part of some builds with an eye more towards threat generation. But I believe that its to situational.

Personally saving 2 Rage every 45 seconds is not worth the 2 points. Rage is not that difficult to manage, and I will not include this ability in any of my builds.

A must Talent for AOE tanking and/or PVP. Effectively makes Chilling Scream free cast.

Also plus 1 to RickyFanboylv99 comment on how it can be used.
