I can confirm that the reduced accuracy buff is applied Elite, Strong, and other weaker mobs. I have not seen the debuff effect yet on Champion mobs or in PvP.

Force Sweep and Cyclone Slash have a [33.34 / 66.68 / 100.02]% chance to reduce the melee and ranged accuracy of affected targets by 5% for 20 seconds.
Note: Damage and healing values are based off a level 50 character in green gear. Our staff are still adjusting and adding effects to the formulas, so bear with us as we continue to improve these numbers for launch.

Very useful tanking ability for a tier 1 talent. Provided you pick Swelling Winds from the Vigilance tree, you get a 6 sec window to reapply the buff, which is plenty of time to generate the 3 Focus needed for it.
Although Force Sweep is an AoE ability, it still retains a very high priority on single target fights, if the debuff is applicable to the target.

The only downside to this talent is that it's hard to spec for a tanking build; you pretty much have to choose between this and the free Blade Storm. I see this as a better choice for Vigilance Guardians to add some utility, or Focus Guardians if they can bear the loss of extra strength or accuracy from the second tier of the vigilance tree.
*edit* With 1.2 this talent is clearly for tanks only.
