This talent is so useful it borders on ridiculous... and it would be even if it didn't ALSO let Tactical Advantage stack to 3 and give a 15% boost to surgical probe healing.
When your target is under 30% health, surgical probe COSTS NOTHING AT ALL (well, it costs TA, but immediately regrants it). An instant cast heal that has no cost. In PVE this means your companion needs to be taking so much burst that spamcasting surgical probe can't keep them alive, and that usually requires a couple of high damaging elites. The only danger is that you'll get sloppy and forget how to use other healing powers, letting your companion drop to 30% for every fight just to do the one-button healer routine.
