Note, level 1 ability Explosive Round also allows use of this. Knocked down targets count as incapacitated.

This is a hard hitting ability that needs to be timed and can't be spammed. It needs periodic damage or incapacitated targets.
Depending on which talent tree you invest your points, there are a couple of ways you can use this ability.
Tactics tree: Gut (periodic damage).
Assault Specialist: You will have periodic damage on your targets almost all the time. Plasma Cell and Incendiary Round.
Gunnery: Grav Round opens up this ability for you.
Shield Specialist: The talent Ion Overload lets you use this often.
There are other grenades etc that lets you follow with this ability.
