A key component of the Watchman rotation. It deals it's damage as 'Internal' which is to say a DoT unmitigated by enemy defenses. The recommendation is to go:

Force Leap (Close Gap, Resource Gain) -> Overload Saber(Internal Dmg, Rolling Dot on hit) -> Zealous Strike(Big Resource Gain, Nice Dmg, Applies OS Stacks) -> Cauterize (Internal Dmg, Rolling DoT) -> Merciless Slash(Resource Dump, Huge Dmg, Chance to refresh Caut) -> Master Strike (Do not immediately reapply Caut as it does not stack, MS allows for Caut and OS to roll Dmg, Caut should be applied as soon as the previous has fallen off).

Definitely worth putting onto the main hot bar - pretty decent damage for the low skill consumption cost. The long CD rate can be supplemented with other skills like "Zealous Strike" and "Precision Slash".
