Tanking-wise, this is not as valuable as Slow Time. That combined with Force Breach (with Combat Technique) plus 3/3 Force Break should provide plenty of AoE aggro. I still use this, though not really because I need to when tanking. It costs more force than Slow Time and does less damage and less threat. It's more of a filler.

Speaking as a Shadow-Infiltration @ 41st level playing v2.8: When I first got Whirling Blow, I underestimated its usefulness and did not use it much. The animation was nice, but the force cost at 40 is taxing on our 100 point force pool. Around 35th level I had enough new attacks to choose from that I needed to make sure I was getting the best attack bang for my buck. I did a spread sheet on my different attacks and what my damage was for each and for specific situations for each. Like when Shadow strike is proc'd with Infiltration Tactics & Whirling Blow against 3 or 4 opponents.
- At 41st level vs 4 opponents: Whirling Blow is my #2 highest damage attack according to the tool tip.
- At 41st level vs 3 opponents: Whirling Blow is my #8 highest damage attack according to the tool tip.
- At 34th level vs 4 opponents: Whirling Blow is my #4 highest damage attack according to the tool tip.
- At 34th level vs 3 opponents: Whirling Blow is my #9 highest damage attack according to the tool tip.

In PvE:
- Needless to say, if I see 4 or more enemies within the Whirling blow range (5m radius) I smile as I stealth into the middle of the mob and let loose. I can get 3 attacks off back to back. Then I can get the 4th after some pause. Then I trigger Blackout for one more Whirling blow, then I cast a Proc'd project which costs 22 points of force. Then I can move into my normal rotations. (I have 110 points of force from the Infiltration tree).
- If I am in a group & after I execute all of those Whirling blow attacks and the last enemy falls, I will find myself with most of my hit points. I suspect that since I am spreading my damage across several targets, I am not stealing the aggro.
- If I am alone with Theran, I try to trigger Deflect when I jump into the fray because I want to have aggro.
- Other than Force Wave or Cybertech Grenandes, this is the Infiltration tree's only AOE attack.

In PvP:
- If there are two opponents trying to cap a node at once, this is my card up my sleeve.
- This might be ok when the Hutt ball carrier is swarmed and our Force Wave attack is on CD. Have not had the presence of mind to try it in PvE crazy chaos combat.

Does anybody have a range on what 'nearby' means? Is it 4m melee range or more like 10?

This ability should only be used when you can hit 4 or more targets. The Force Cost is too high to justify the use if hitting less than 4. As a Jedi Shadow we have enough AoE abilities that we can use instead of this one ... or if you just like spinning in place like a pretty ballerina.
