You will also get an ability at lvl 22 called blackout that GREATLY improves your stealth for a short period of time.

One thing that's important to know about stealth in TOR is that it isn't like stealth in many other games. About a quarter of the enemies I ran into during the first 15 levels were able to see through stealth. What this means is that unlike, say, World of Warcraft, stealthing doesn't allow you to bypass most of the enemies. There is a bit of a glowing effect above characters that can see through your stealth, but it doesn't show up until you are nearly within aggro range.

You can reduce stealth detection by speccing into http://www.torhead.com/ability/bErD9lq (and it's Shadow equivalent).
Also, you can get up right next to mobs in stealth if you approach from behind. They are more likely to see you if you approach from the front.
