I believe it is called rapid scan because you can use it more rapidly than BHs other main healing abilities:
Healing scan (9 second [talented] cooldown)
Emergency Scan (21 sec coold down)
Kalto missle (6 seconds)
Consider also that you can get this cast time imediately to 2.0 with the first two talent points you spend, and with just very basic/minimal alacrity (I have around 19% with talents/procs in terrible healing gear) your cast time gets to around 1.5-1.6. Currently my cast time on it is 1.62, again with garbage gear.
