Does anyone happen to know if this ability is consumed by the next cast of Rapid Shots?

if you use ability with casting time and fast instant cast both abilitys of these will cost no heat.

I can confirm this, probably an unintended bug. The instant cast that follows any ability with casting time will not generate additional heat even if Thermal Sensor Override is supposed to give you only one free ability.

For example, if you use Thermal Sensor buff, then cast Fusion Missile and follow it immediately by Heatseeker Missiles, you will get 49 heat worth of damage (33 + 16) for free.
