Reflexive Shield

Reflexive Shield
When you take damage, you have 50% chance to reduce the active cooldown of Reactive Shield by 1.5 seconds. This effect cannot occur more than once every 1.5 seconds.

Note: Damage and healing values are based off a level 50 character in green gear. Our staff are still adjusting and adding effects to the formulas, so bear with us as we continue to improve these numbers for launch.

To elaborate ShiroRX's post, let's do some simple math:

The base cooldown of Reactive Shield is 120 seconds, with a 12 second duration.

In a scenario where you continuously take damage (very feasible in PvP), you reduce that 120 second cooldown by 3 seconds every 1.5 second, meaning you reduce it by 4.5 seconds every 1.5 second (since the window of 1.5 between 3 sec reduction procs still ticks). From that we get:

120 / 4.5 = roughly 26.67, which equals the amount of procs required for the cooldown to finish. Since those procs occur once every 1.5 seconds, we get:

26.67 * 1.5 = roughly 40, which the actual time that the ability will be available once you use it and are under constant damage.

By taking into account that the duration of ability is 12 seconds, and that the cooldown starts rolling upon activation, rather than once the damage reduction buff expires,

40 - 12 = 28, which are the seconds that you do not have a 25% damage reduction buff on you.

If one would pick Degauss as well as this talent, you end up with a 25% reduction shield buff every 28 seconds, and a movement-imparing effect removing skill every 40 seconds.
