Chilling Scream can be reduced to a 0 Rage cost with a tier 2 Immortal skill called Intimidation.

In turn you could spam this every GCD to find stealth targets. This also sets up a free Savage Kick witch only works on slowed targets. Intimidation is a free slow lol. Tanking or PVP this holds ground. For more rage to do damaging attacks in PVP, Spam slow a group after the ball in Hutt ball, look for stealth targets at the flags or in world PVP if you think one is around or might be around. Kiting and CCish can be popped off anytime so can help with pulls, can be your ok give them hell skill. I know it will use a GCD but will slow the mobs so if for any reason they do pull off you you will have more time to get them back before they even need running after. That GCD, you would us to get that rage anyways. So is like a slow that gives you 2 rage.

Anyone knows if this ability could be used as a free AOE threat generation (using the -2 cost talent) ?

I'm pretty sure this does not generate threat. But it might in an insignificantly low amount. Also the limited range of this makes it very difficult to use as a stealth finder. Basically if you don't see them then they prolly have imp stealth and this prolly won't catch them before they open on you.

This class ability, obtained at level 12, is used by the Juggernaut to reduce the movement speed of targets within an AOE by 50%. The movement debuff lasts for 9 seconds. Chilling Scream can be improved with skill points applied to Intimidation found in the Immortal tree. Spending the 2 skill points can reduce the rage cost of Chilling Scream to 0. The cooldown is only locked to the GCD. Another function of Chilling Scream is used as a setup for the ability Savage Kick. Using Chilling Scream in combination with Intimidation is a way to find stealth targets in PVP. A common tactic in PVP is to use Chilling Scream to slow down a ball carrier in the Warzone Hutt Ball or to slow down pursuers. Chilling Scream does not generate any threat to the targets. A tank may used Chilling Scream to keep a mob close by in the event the mob is “pulled” by a group member. This will give the tank a added moment to pull the mob back to the tank.
