Yes, with the Emergent Emergencies talent this can be spammed on a target below 30% health.
It's an incredibly powerful heal in PvP as "a target below 30% health" can very easily include yourself. With hots running with a chance to proc Upper Hand and a spamable free instant cast heal below 30% health the Sawbones Smuggler can be VERY difficult to kill.
