Does Tracer Lock benefit any other classes' ability? Or is it only good for Rail Shot/High Impact Bolt?

Tracer Lock
Tracer Missile grants Target Lock, increasing the damage dealt by the next Rail Shot by 6% and reducing the activation time of the next Healing Scan by 20%. Stacks up to 5 times.
Note: Damage and healing values are based off a level 50 character in green gear. Our staff are still adjusting and adding effects to the formulas, so bear with us as we continue to improve these numbers for launch.
