This ability was working incorrectly for some players before, but it has been fixed according to the patch notes from 11/23/2011 (BUILD 0.742.16):

Bug Fixes
- Neural Dart now properly functions to taunt enemies.

This ability is off the GCD.

This is a great ability to use in PvP, since it lowers damage of the enemy unless they attack you.
