Surging Charge

Surging Charge
Cooldown: 1.5s
Consumes all of your available Force to charge your lightsaber with raw surging Force, giving your melee attacks a 50% chance to deal 567 internal damage and build 1 Static Charge. Static Charge stacks up to 3 times and increases the damage dealt by your next Discharge. This effect cannot occur more than once every 6 seconds. Requires a double-bladed lightsaber or electrostaff. Does not break Stealth.

Note: Damage and healing values are based off a level 50 character in green gear. Our staff are still adjusting and adding effects to the formulas, so bear with us as we continue to improve these numbers for launch.

Thats incorrect, the dot from discharging lighting does crit.
The main reason to use this is that as internal damage for both proc and discharge, this will do more damage as most enemies will have little to no defense against it.
Of course as each tree has its own charge that becomes mandatory for many talents later on in the trees, its unwise to spec madness and not get the end skill so that you can get this since you would lose out on the bonus lightning would give.

This is a good charge, it does more damage than Lightning Charge, and the discharge effect can crit. I'm fairly certain the Lightning Charge discharge effect does not crit. If this is the case, while the Lightning Charge DoT will do more damage, Surging Charge's internal damage from the proc makes up for it, and the chance of crit from the Discharge effect outdoes Lightning Charge. A very good place to spend a training point.
