This talent makes Riposte your top priority ability in a rotation, given the fact that since Riposte doesn't respect the GCD rule, and the provided buff has the same duration as Riposte's cd, you can achieve an 100% uptime.

In beta, this appears to be a very strong talent. Riposte is triggered quite regularly and is a good use of focus points during a fight, so it's like getting a free defense buff without thinking about it! Combined with 2/2 Lunge (Reduces Riposte cost by 2 while in Soresu form), Blade Barricade may be one of those must haves for a Guardian tank.
