This is the interrupt spell (to stop enemy's casting). This spell can miss, so in PvP you need to have +hit stats, I believe it is a 5% chance to miss.

In the hands of a Sith Sorcerer, this ability has a 30 meters range and can very effectively interrupt some bosses and strong enemies.
