It's important to notice the phrase "forces it to attack your for 6 seconds." This is not an aggro generator. Tanks should not use this unless the target is attacking someone else. It will give you those 6 seconds to produce aggro, though. The same applies for Mass Mind Control and any other taunt that says "forces target to attack".
