Rystet is right, with the CD on Smash and Force Scream up in the 10+ range there will be time for this talent to take shape. Letting the next time you need to use one or both of the skills be with out question. With each skill a part of a big picture, (Quake and Sonic Barrier) also b/c of this skill you can get more rage of being hit, meaning if for some reason you can't hit them but they are hitting you, over time you can hit them with a Force Scream, b/c of the 10m range on it.
Take this talent and you will find that two of your primary abilities, force scream and smash are constantly activating at a reduced cost if not free. Without any thought involved rage management becomes much easier. I can't tell you how many times this talent has helped me out with a free force scream when I am low on rage.
Its a threat boost that helps manage and maintain your entire rotation. It also scales very well, and will become even more useful with better gear.
The points are there for this talent, and I suggest including it in any Immortal tank build,
