This spell seems like it's redundant until you unlock higher level Telekinetics perks in the talent system. Then it seems to proc other abilities. Is this the new Arcane Blast?

yes it is useless ( actually your description "redundant" is more accurate ) without all the proc goodies from TK tree
One situation where it may be used is on a Presence of Mind proc,this turns into an instant cast so you can cast it on the run, but if you don't have Telekinetic Wave and instant burst is not important, then you could do a Mind Crush instead, which is stronger than Disturbance

Mostly used as a filler until other, more potent abilities, proc. Not GREAT damage, but at a 1.5 second cast and low force usage, it starts to add up pretty well.

This spell is Rank 8 in the Jedi Consular's priority list for there rotation.
