The real use is using this in conjunction with that talent that lets you use this outside of stealth. Think Tiger's Fury. Increased force regen and +10 force right away, this is great for PvP when you need burst damage, or you're trying to finish off an elite PvE target with only a little health left to spare.
The stealth increase...ehh, questionable. Maybe for sneaking by some targets to solo a Heroic, but the real use is the force bonus.
