Actually, this is an AoE equivalent of Ion Pulse when combined with Static Field, Static Shield, and Static Surge. That's probably what safe4mx was referring to. Outside of tanking, no, they are not alike.

It's not an equivalent of Ion Pulse, Ion Pulse is not an AoE ability however, Pulse Cannon is and Both Commando and Vanguard have Pulse Cannon but, only Vanguard has Explosive Surge and Ion Pulse.

Still Ion Pulse on it's own is not an AoE equivalent. If you were to spec a certain way, yes, yet the initial post did not specify as such, ergo, my response to it.
